Approval of a resolution authorizing a project expenditure recommendation by the New Braunfels Industrial Development Corporation of up to $2,500,000 to the City of New Braunfels to make qualified improvements to Oak Run Middle School and New Braunfels Middle School sports fields.

BACKGROUND / RATIONALE:
This resolution authorizes the NBIDC to make a project expenditure to the City of up to $2,500,000 for construction services to make improvements to the sports fields at Oak Run Middle School and New Braunfels Middle School, including installation of artificial turf and lighting. The NBIDC is authorized to make expenditures on this type of project pursuant to the authority granted by the Texas Local Government Code, Section 505.152-Projects Related to Recreational or Community Facilities.
The Sports Complex and Athletic Fields Master Plan identified opportunities for the New Braunfels Independent School District and City of New Braunfels to partner together to improve School District athletic fields to expand recreation opportunities in our community. This project would allow the local soccer associations’ additional space for soccer practice and games. It would also provide expanded opportunities for other growing local sports such as lacrosse and track.
On February 8, 2018, NBISD received competitive sealed proposals from 6 contractors with Hellas Construction, Inc. ranking the highest based on cost and qualifications. Their base bid for the artificial turf and lighting was $2,285,401. Staff recommends a contingency of $214,599 for a total of $2,500,000 for construction.
Approval of this resolution would provide funding by the NBIDC (4B) for NBISD to enter into a contract with Hellas Construction, Inc. to begin construction. This agreement and scope of services has been collaboratively prepared between NBISD and City staff with NBISD being the contracting entity with Hellas. The City of New Braunfels will reimburse or pay the invoices on NBISD’s behalf.
The City and NBISD will enter into an interlocal agreement that will govern and stipulate the use of the funds for this purpose. The preliminary schedule has construction commencing in the spring of 2018. It is approximately a four month construction process and the fields will be available for public use by the beginning of the 2018-2019 school year.

COMMITTEE RECOMMENDATION:
The NBIDC met on February 15, 2018 and voted unanimously to approve this project expenditure.
