Approval of a professional services contract with Geographic Information Services, Inc. for the implementation of the Cityworks Permits, Licensing and Land software solution for permit management.

BACKGROUND / RATIONALE:
In 2017, it was determined to be in the best interest of the City to reinvest in the existing permitting software package, Accela. The initiative included funds for a 3rd party to assist with the development and implementation of the project scope of services. A 3rd party vendor was selected but after the initial phase of the project, the vendor returned a cost that was significantly more than originally anticipated, thereby prompting the City to reevaluate the process for the Accela relaunch.
Due to extensive on-going issues with Accela, City staff is recommending the transition from Accela to the Cityworks Permits, Licensing and Land software solution after extensive research. One of the many advantages of deploying Cityworks is their permitting implementation team which is located near New Braunfels and therefore, crucial to the successful development of the product. The implementation team is employed by Geographic Information Services, Inc. (hereafter “GISinc”). This company specializes in Cityworks development and implementation of their permitting solution. GISinc has a strong proven history with the City as City staff has been contracting their geographic information system (“GIS”) services for the past three years. They have proven to be dependable as they have consistently kept projects within budget and on schedule.
GISinc will assist with all phases of the project, including but not limited to, software installation and configuration, workflow development, fee creations, and online portal setup. GISinc will provide the organization with a structure that will allow for growth and enhanced functionality.
GISinc is a GSA Advantage Federal contract which local municipalities are authorized to cooperatively utilize, thereby satisfying the procurement requirements for the city. The one-time contract amount for implementation agreement is $164,500 which is within the approved Information Technology (“IT”) departmental budget.

FISCAL IMPACT:
Funding was included in the FY 2017-18 General Fund budget in Information Technology. Funding that was included for the Google Orthos in the FY 2017-18 General Fund budget in Information Technology is being re-directed and will cover the full annual cost of the agreement. Therefore, sufficient funds are available to award the contract as described above.
