Discuss and consider approval to authorize the City Manager to enter into professional services contracts with KFW Engineers, CEC Engineers, and Moeller and Associates to complete the Preliminary Design Reports (PER) for three roadway projects as part of the proposed 2019 Bond Program.

BACKGROUND / RATIONALE:

On April 25, 2018, City Council approved the design contracts for preliminary engineering for the proposed 2019 Bond projects. In additional to those projects, Council voted to add three roadway projects to the proposed 2019 Bond Program to be evaluated through preliminary engineering. These three roadways are: Goodwin Lane/Conrads Lane, Kohlenberg Road and Barbarosa Road.

 

Staff issued a Request of Qualifications for these three roadways and subsequently received 14 submissions on Goodwin/Conrads, 15 on Kohlenberg and 17 on Barbarosa. Staff interviewed the firms ranking in the top 5 for Goodwin/Conrads, Kohlenberg Road, and Barbarosa Road.  Staff recommends the highest ranking firm for each project as follows:

 

Goodwin/Conrads:

KFW Engineers with Kimley-Horn, Utility Engineering Group, Raba Kistner and SWCA

Kohlenberg Road:

CEC Engineers with HMT and Raba Kistner

Barbarosa Road:

Moeller and Associates with Kimley-Horn, Raba Kistner, Contract Land Staff and DA Mawyer Land Surveying

FISCAL IMPACT:

Final negotiated contracts:

Goodwin/Conrads - KFW Engineers:$172,000;

Kohlenberg Road - CEC Engineers:$165,000; 

Barbarosa Road - Moeller and Assoc: $55,000

All contracts are billed hourly not to exceed the above amounts. Therefore, some tasks may require less effort than anticipated, resulting in reduced preliminary design costs. 

 

There are sufficient funds remaining from the $3,000,000 tax note issued previously for the proposed 2019 Bond projects preliminary engineering reports.
