Approval of the temporary road closure for portions of Liberty Avenue, East and West San Antonio Street, North and South Seguin Avenue, and the entirety of Main Plaza on December 1, 2018.

BACKGROUND / RATIONALE:

Last year, a group of citizens known as the New Braunfels Christmas Committee held their second Hometown Holiday Christmas Parade in Downtown New Braunfels.  This year, the Committee wishes to once again hold the parade in Downtown New Braunfels with the parade route beginning in Prince Solms Park and traveling southeast on Liberty Street, then turning south on E. San Antonio Street, continuing through Main Plaza and exiting the Plaza onto N. Seguin Avenue, ending at the intersection of N. Seguin Avenue and Bridge Street.   The proposed parade requires the following street closures: Liberty Street from Common to East San Antonio, East and West San Antonio Street from Liberty Street to Castell Avenue, North and South Seguin Avenue from Coll Street to Bridge Street, and the entirety of Main Plaza.  The parade is scheduled for 6:00 p.m. to 8:00 p.m. on December 1, 2018, with the road closure becoming effective an appropriate amount of time before the event.

 

The applicant also plans to place portable toilets in the New Braunfels Utilities (NBU) parking lot, which will require them to obtain permission from NBU.  For the public event, the applicant has agreed to place temporary solid waste receptacles along the route and have the trash pick-up and waste management performed by a third-party vendor.

FISCAL IMPACT:

The applicant is utilizing third party services for trash pick-up and disposal instead of the additional City services; therefore, there should be no additional cost to the City.
