Approval of the purchase of five rear load, two side load, and one grapple garbage collection vehicles from Chastang’s Bayou City Autocar and Freightliner of Austin, through the Buyboard contracts.

BACKGROUND / RATIONALE:
The Solid Waste heavy equipment was added to the City’s vehicle replacement program and fund in FY 2009-10 and since that time Solid Waste has made annual contributions for the replacement of garbage collection vehicles. The addition of the equipment to the program has allowed Solid Waste to improve the quality and predictability of the trash and recycling collection service. In FY 2018-19 the addition of two new “dead end” rear load collection trucks have been recommended to improve maneuverability and serviceability in congested areas. Also recommended is the replacement of six rear load collection vehicles with three larger ones to increase payload and reduce trips to the landfill, two side load collection vehicles to improve efficiency by providing additional back-up vehicles, and one grapple truck to increase the opportunities for special large item collections. The funding for the vehicles will come from the Enterprise Maintenance and Equipment Replacement Fund.
Pricing was requested through the Buyboard contract with Chastang’s Bayou City Autocar and Freightliner of Austin. The cost for each type of vehicle and the total cost of the purchase please see the attached table.

FISCAL IMPACT:
The FY 2018-19 Adopted Budget anticipated the addition of the new and replacement vehicle purchase. The purchase of the two new rear load collection vehicles and the replacement of the three larger rear loads, two side loads, and one grapple truck will be $1,746,214, using the Enterprise Maintenance and Equipment Replacement Fund.
