Approval of a contract with Arcadis U.S., Inc for professional services associated with implementation of the Dry Comal Creek and Comal River Watershed Protection Plan.

BACKGROUND / RATIONALE:
A Watershed Protection Plan (WPP) has been developed to protect water quality and address bacteria loading to the Dry Comal Creek and the Comal River. The WPP has been accepted by the Texas Commission on Environmental Quality (TCEQ) and the U.S. Environmental Protection Agency (EPA).
The City received a grant from the EPA through the TCEQ in the amount of $443,853 to implement activities outlined in the WPP between September 2018 and August 2021. A portion of this grant funding is earmarked for consultant services to assist the City with implementation activities outlined in the WPP.
A Request for Proposal solicitation was issued on September 7, 2018, to obtain proposals from firms capable of providing professional assistance associated with WPP implementation. The solicitation period ended on September 27, 2018 and a sole response was received from Arcadis. The proposal was evaluated based upon the firm’s qualifications, demonstrated experience, project approach and cost of services.
Arcadis assisted the City with the development of the WPP, has provided excellent service and has the qualifications and historical perspective needed to assist with WPP implementation activities.
The contract cost is $166,053 for services to be provided through August 2021.

FISCAL IMPACT:
The contract described above will be fully supported by grant funding received by EPA through the TCEQ. Therefore sufficient funds are available to award the contract as described above.
