SUBJECT:

Title

Approval of annual contracts with Flasher Equipment Company and Roadway Striping Inc. for pavement marking services on an as-needed basis for the city.

Body

BACKGROUND / RATIONALE:

The City of New Braunfels solicited a bid in July 2018 seeking a qualified contractor(s) to install and modify pavement markings on City streets on an as-needed basis in support of the City’s Public Works Department.

A Request for Proposal (RFP) was issued on July 19, 2018, to obtain proposals from contractors capable of providing pavement marking services. The City received four proposals which were opened on August 3, 2018.

The evaluation committee reviewed all proposals to determine the best value to the City, with the intent to award to multiple vendors if possible to support scheduling demands. Several criteria were considered such as proposed contract pricing, qualifications and demonstrated experience in contracts of similar scope, proposed contract management, and other considerations submitted by all respondents.

After internal review, analysis and discussion, staff recommends Flasher Equipment Company as the primary contractor, and Roadway Striping Inc. as the secondary contractor to provide additional support as necessary.

The base term of the contract will begin upon receipt of Council approval through August 31, 2021. Additionally, there are two, one-year options to renew for a combined total of five years.
