BACKGROUND / RATIONALE:

The Landa Park Aquatic Swimming Pool is an Olympic pool that is home to a seasonal swim team, as well as the tens of thousands of patrons at Landa Park each summer.  This pool hosts a large, regional swim meet typically each season as well as regular lifeguard training classes for staff and public participants, swim lessons, and open swim.  The pool has not been repainted in over five years.  The surface is in need of some repairs, re-painting the basin as well as re-painting the lane lines.  The lifespan can be extended if the basin is sandblasted (3-5 years) as opposed to over painting (1- 3 years).

 

The City released a Request for Proposals for re-painting the Landa Park Swimming Pool with an alternate to installing starting block anchors on October 19, 2018 and three (3) responses were received on November 12, 2018.  The responses were reviewed and ranked by Staff who are recommending award for the pool painting to Interpool Inc. at a cost of $134,478 which is the best value to the City. Staff is recommending award to Progressive Commercial Aquatics for the purchase and installation of the starting block anchors for a cost of $17,840 which was the lowest respondent.

 

The contract with Interpool, Inc. will provide materials and labor required to sandblast, perform repairs and repaint the Olympic-sized swimming pool located at the Landa Park Aquatic Complex.  The work is required to be completed no later than March 2, 2019.  Interpool will work with the city’s department staff to coordinate a work schedule. This process will support the pool for 3-5 years.  The proposal includes painting the base of the pool as well as the lines (25-member, 50 meter and T-lanes). 

 

The contract with Progressive Commercial Aquatics will install anchors for the starting blocks used by the swim teams.

FISCAL IMPACT:

Funding to support the Olympic pool repainting was incorporated into the FY 2018-19 Adopted Budget ($130,000). While the cost is slightly more than the amount budgeted, staff is confident that the additional $3,478 can be absorbed within the Parks Operating Budget. In addition, funding was set aside in FY 2018-19 to make additional facility enhancements at the Landa Park Aquatic Complex, which is what will be utilized to support the replacement of the starting block anchors. Therefore, sufficient funds are available to award the contract as described above.
