BACKGROUND / RATIONALE:
Staff is requesting approval for a total of 50 vehicles which are a combination of replacement vehicles that are being retired from service, and new vehicles for departmental use to support several positions that have been added to the organization. In addition, staff recommends declaring the replaced vehicles surplus which allows for the future sale of the vehicles.
The City will be utilizing several contracts for the purchase of these vehicles. A competitive solicitation was released in December 2016 and Council subsequently awarded annual contracts in February 2017 to Bluebonnet Motors, Inc. and Griffith Ford Seguin, LLC. As the City contract is non-exclusive, the City also has the capability to purchase vehicles from Caldwell County Chevrolet using a BuyBoard cooperative contract which has been competitively-vetted.

Many of these vehicles require ancillary equipment prior to being placed into service. The equipment will be purchased utilizing various cooperative contracts that offer the best value for the goods and services based upon review by the City staff. GT Distributors Inc. is providing the vehicle accessories, such as light bars, cages, consoles, and bumpers, via a BuyBoard contract. The City is utilizing two Houston-Galveston Area Council (H-GAC) contracts; one contract to purchase radar systems from applied Concepts Inc. (d/b/a Stalker Radar), and the other to purchase a body-worn, in-car camera system from Enforcement Video, LLC (WatchGuard). A cooperative contract with the Lower Colorado River Authority (LCRA) will provide the removal of old equipment and installation of new equipment into the vehicles. The total cost to purchase and install the equipment from these contracts/vendors is not to exceed $759,995.

FISCAL IMPACT:
The maximum costs for the vehicles, equipment and installation services described above is $2,262,213. The 2018A tax notes (previous council agenda item) is the sole funding source for the equipment and vehicles. Therefore, sufficient funds are available to purchase the vehicles and all above-referenced equipment.
