Approval for the submission of the Community Development Block Grant Program’s Consolidated Annual Performance and Evaluation Report for Program Year 2017 to the U.S. Department of Housing and Urban Development.

BACKGROUND / RATIONALE:
The Consolidated Annual Performance and Evaluation Report (CAPER) is an annual report required by the U.S. Department of Housing and Urban Development (HUD) for recipients of funding from the agency’s Community Development Block Grant (CDBG) Program. The report for Program Year 2017 (PY17) identifies the level of progress and accomplishments during the past program year in meeting the priorities, goals and objectives of the Consolidated Plan, a five-year strategic planning document. The City received $379,073 in housing and community development funding from the CDBG Program for PY17; submission of the CAPER will complete PY17 of the 2014-2019 Consolidated Plan.
To receive HUD entitlement funds, the City submits a one-year Action Plan, including proposed projects and federal certifications, to HUD on an annual basis. The Action Plan is developed in accordance with the City’s Citizen Participation Plan. After submission, projects are implemented in accordance with the approved one-year budget and certifications. The CAPER is completed and submitted to HUD at the end of each program year as a financial summary and a narrative of the accomplishments for the corresponding CDBG Annual Action Plan.
In accordance with HUD requirements, the CAPER is submitted to HUD after a fifteen-day comment period, and a public hearing to be hosted during this timeframe, to allow for citizens to comment on the information provided in the CAPER. The comment period for PY17 was November 21 to December 7; the public hearing was on November 26 during the City Council meeting. A full draft of the report was available for review at the City Secretary’s Office and the New Braunfels Public Library, and information is also available for review on the City’s Community Development - CDBG Program website during this time.
As required by the agency, the final CAPER will be delivered to HUD no later than December 29, 2018.

There is no fiscal impact to the City as the CAPER is a reporting document and does not affect the City’s budget.
