BACKGROUND / RATIONALE:
The City of New Braunfels’ 2018 Edwards Aquifer Habitat Conservation Plan (EAHCP) Workplan includes the design and construction of a bio-retention basin at North Houston Ave that will filter and treat stormwater runoff prior to discharging to the Upper Spring Run of Landa Lake. This project is associated with the Water Quality Protection task (Task 5.7.6) set forth in the EAHCP and is intended to meet EAHCP program objectives.
Design plans for the bio-retention basin were completed by Doucet and Associates in early 2018. Funding for construction of the bio-retention basin was approved by the EAHCP Implementing Committee and Edwards Aquifer Authority Board of Directors as part of the City of New Braunfels’ 2018 EAHCP Workplan and Funding Application. Funding to cover the cost of construction was transferred from the City’s 2018 EAHCP program budget to the 2019 budget since construction will not be able to begin until early 2019.
Construction of bio-retention basin will occur at the end of North Houston Ave immediately adjacent to the Upper Spring Run portion of Landa Lake. The project is intended to improve water quality and reduce sediment and pollutant loading to the Comal River system. The project will include 1) removal of existing asphalt pavement, 2) construction a landscaped bio-retention bed with a combined area of approximately 1,000 square feet, 3) construction of an underdrain system that outfalls to the Upper Spring Run of Landa Lake. The project will take approximately 60 days to complete.
Competitive Sealed Proposals were issued on October 9, 2018 and 3 responses were received on October 26, 2018. Staff has reviewed the proposals and staff is recommending award to Myers Concrete Construction, LP for a contract amount of $78,167. Staff recommends the addition of a 15% construction contingency for this project for a total construction budget of $89,892.

FISCAL IMPACT:
The funding for the North Houston Ave water quality project is supported through the EAHCP program. All project costs will be reimbursed to the City through the Edwards Aquifer Authority per the EAHCP Funding and Management Agreement.
