Approval of the second and final reading of an ordinance to amend Chapter 66 of the Code of Ordinances, Sections 26 and 52, regarding membership qualifications of the Heritage Commission and the Historic Landmark Commission.

BACKGROUND / RATIONALE:
Due to the recent dissolution of the Historic Museums Association (HMA), staff is recommending to amend the ordinances that require HMA representatives on two City commissions, the Heritage Commission and the Historic Landmark Commission.
Chapter 66, Section 26 states that the Heritage Commission “…shall consist of seven members, no more than three of whom shall be chosen from a list of names submitted by the New Braunfels Historic Museums Association…”
Staff recommends amending the ordinance to omit the requirement of three (3) HMA representatives, thus making those three (3) positions At-Large.
Chapter 66, Section 52 states that the Historic Landmark Commission’s nine members shall consist of one (1) person from the Comal County Historical Commission, one (1) property owner from any historic district, three (3) members of the HMA, and four (4) at-large members.
Staff recommends amending the ordinance to omit the requirement of three (3) HMA representatives; and replace those positions with one (1) additional property owner from any historic district and two (2) additional at-large members.
