Title

Discuss and consider approval of a resolution recommending approval by the Texas Department of Transportation of the proposed design of two gateway monument signs to be installed within the right-of-way along IH 35 to commemorate New Braunfels’ 175th Anniversary; and authorizing the city manager to execute a Gateway Monument Interlocal Agreement with TXDOT, and any agreements necessary and incidental thereto, including with the Greater New Braunfels Chamber of Commerce for design, construction, and installation.

Body

BACKGROUND / RATIONALE:

In celebration of the upcoming 175th anniversary of the City of New Braunfels, Texas, the Greater New Braunfels Chamber of Commerce has spearheaded fundraising efforts for the design, construction, and installation of two gateway monument signs as depicted in exhibit A to the attached resolution. The 175th Anniversary Committee was formed and has worked on fundraising, design, and construction of the monuments.  However, the City must seek permission from TXDOT of this gateway monument proposal. TXDOT requires either an ordinance or resolution that describes the City’s:

1.                     jurisdiction over the project sites,

2.                     approval of monument content,

3.                     funding responsibility,

4.                     commitment to maintenance (such as landscaping, lighting, timely graffiti removal, repair, removal and restoration if applicable),

5.                     and a proposed schedule for commencement and completion of the project installation.

If approved by TXDOT, the gateway monuments will be located within the operational right-of-way along the main travel lanes of IH 35.  Once installed and accepted by the city manager, the gateway monuments will be owned and maintained by the City of New Braunfels with the Chamber having no further commitment.  By written agreement, the Chamber is providing additional funding to the City for utilities and other costs associated with ownership, maintenance, repair, and other maintenance related costs.
