BACKGROUND / RATIONALE:
The City of New Braunfels Parks and Recreation Department is working with the New Braunfels Parks Foundation to renovate Market Plaza. Market Plaza is a 0.7-acre park located at 292 Tolle Street in Downtown New Braunfels. The park currently features benches, a drinking fountain and landscape bed. The New Braunfels Parks Foundation funded the installation of irrigation at Market Plaza in early 2014, using proceeds from the 2013 Wein and Saengerfest.
In 2015 the Master Plan was approved by the Parks and Recreation Advisory Board. The Master Plan was developed based on input from stakeholders including the Downtown Association, Historic Landmark Commission, Downtown Board and neighborhood residents through a series of public meetings and an online survey. The Parks and Recreation Department compiled the input and put together a Master Plan that reflects a majority of desires from the neighborhood and stakeholder meetings. On September 28, 2015 City Council approved the Master Plan.
The New Braunfels Parks Foundation has identified Market Plaza as the recipient of funds from Wein & Saengerfest for Phase 1 Improvements.
Phase 1 Improvements includes a re-design of the park site with the following:
Ø New sidewalk with connections from Tolle and Comal Streets
Ø Permeable concrete on section of the sidewalk to improve drainage and water quality
Ø Central plaza with picnic tables and trellis for shade
Ø Improved landscaping new turf lawn, landscaped beds
A solicitation was issued on February 22, 2019 and three (3) responses were received on March 8, 2019. Staff has reviewed the proposals and negotiated a contract amount of $107,585, with Seidel Construction LLC. Staff recommends the addition of $17,097 construction contingency for this project for a total construction budget of $124,682. Construction can begin in June 2019.

FISCAL IMPACT:
The New Braunfels Parks Foundation will be supporting the full cost of this project. The City will manage the project and request reimbursement from the foundation as the project progresses.
