Approval of a contract with Kimley-Horn and Associates, Inc. for professional services to review and revise the City’s current draft Street Design Guide and Roadway Construction Standard Details.

BACKGROUND / RATIONALE:

The City identified a need to develop a street design guide and update the City’s roadway and construction standard details. The City uses design guidance, standards and details from various sources including information on the Engineering Division’s website, Code of Ordinances, Texas Department of Transportation, City of San Antonio, and American Association of State Highway and Transportation Officials (AASHTO) A Policy on Geometric Design of Highways and Streets. The purpose of the design guide and standards is to establish uniform standards for designing, constructing and maintaining quality infrastructure, and to assist engineers during the development of improvements in the public right-of-way. The guide will include information on excavation, geometric design standards, pavement design, traffic calming, and inspection and testing requirements.

 

For this project, a Task Order was prepared to solicit Request for Qualifications from the City’s pre-qualified firms by March 6, 2019. Three (3) responses were received and evaluated by staff. The highest scored firm, Kimley-Horn and Associates, Inc. Staff are recommending Kimley-Horn and Associates, Inc. for this contract.  Kimley-Horn and associates have the experience and resources available to take-on this project.

 

The project will consist of reviewing a draft guide developed by city staff and updating the city’s current standard details and developing a new guide that is used in development projects, capital programs projects and the city’s street and maintenance projects. The project includes outreach to the development, engineering and construction communities and presentations the Transportation and Traffic Advisory Board, Planning Commission and City Council. The first task order of the project is to review the city’s draft guide and best practices and recommend the content for the guide. Services for this task order are projected at $50,000 per Kimley-Horn’s Scope of Work.

FISCAL IMPACT:

Funding for this project has been allocated in the FY 2018-19 Adopted Budget for Public Works. Therefore, sufficient funds are available for the purchase as described above.
