Approval for City Manager to execute a contract with Kimley-Horn and Associates for survey and due diligence of Kohlenberg Road Development Project on behalf of the New Braunfels Economic Development Corporation for $35,675.

BACKGROUND / RATIONALE:

At the May 16th New Braunfels Economic Development Corporation (NBEDC) Board meeting, the Board approved the purchase of approximately 60 acres of land on Kohlenberg Road for the future project that will promote or develop new or expanded business enterprises that create or retain primary jobs.  As part of the purchase process, a survey, environmental analysis, and site specific and specialty civil engineering services need to be performed.  City staff are recommending Kimley-Horn and Associates to perform the required survey and due diligence to pursue purchasing the property at a cost of $35,675.

 

The NBEDC Board asked to have an item brought before them the following month to approve expenditures for engineering services and closing costs on the property.  As required by law, notice has been placed in the newspaper and the NBEDC board will hold a public hearing on the item at their June 20, 2019 meeting.  The work needs to be completed prior to closing on the property but the funds will be reimbursed to the City by the NBEDC upon completion of the notification and petition period.

FISCAL IMPACT:

At the May 16th regular meeting, the NBEDC gave staff direction to bring an item to their June meeting for the approval of the various transactional costs associated with purchasing this property, which would include the cost of the services described above. However, to continue on our schedule, this survey must begin prior to the next NBEDC meeting. Therefore, the City will front these expenditures with the intention of being reimbursed from the NBEDC, contingent upon their approval.
