Presentation and update on the development process and related fees.

BACKGROUND / RATIONALE:
In the Spring of 2018, City Council approved development-related fee changes. These changes were approved to:
• ensure consistency with neighboring cities where developers work,
• provide a truer cost-recovery for review of development plans reducing the burden on taxpayers to fund such costs, and
• provide the City options for expanded capacity to improve efficiencies of all related processes, including but not limited to platting, zoning, subdivision infrastructure review and inspection, building permitting, building inspections and front counter customer service.
