Description:                                          6 nonresidential lots on 23.3 acres

 

Background:

The subject property is located at the southwest intersection of FM 1101 and Barbarosa Rd. The property is zoned MU-B High Intensity Mixed Use District.

 

The proposed plat will establish six lots intended for commercial and multifamily development.

 

Drainage:

The City’s Public Works Department has reviewed preliminary project drainage with the replat. Final project drainage will be reviewed with the building permits as required by Section 118-51.e of the Platting Ordinance and in accordance with the requirements of Chapter 143 Municipal Drainage Utility Systems, and the Drainage and Erosion Control and Design Manual.

 

No portion of the property is located within the 1% chance annual flood zone.

 

Utilities:

Electric, water and wastewater services will be provided by New Braunfels Utilities. Utilities are available to the property for connection without additional extension. Utility easements have been provided on the plat as requested by NBU.

 

Transportation:

Regional Transportation Plan:

Barbarosa Rd. is designated as a 150-foot Principal Arterial and has a current right-of-way width of approximately 100 feet. Right-of-way along Barbarosa Road was dedicated with the previously recorded Health Commons plat. FM 1101 is designated as a 90-foot major collector and has a current variable width right-of-way of approximately 100 feet. Right-of-way dedication was provided along FM 1101 with the previously recorded Health Commons plat providing at least 45 feet of width from the centerline of FM 1101. In addition, TxDOT’s Thoroughfare Plan has FM 1101 designated as a 120-foot right-of-way. A variable width right-of-way reservation has been recorded and is maintained with this plat. Additionally, access to FM 1101 will be limited to two shared access easements. The access easement nearest to the Barbarosa Road intersection will be limited to right-in/right-out only turning movements.

 

Hike and Bike:

The Hike and Bike Trails Plan indicates an off-street hike and bike trail along FM 1101; the trail is being constructed on the opposite side of FM 1101 with development of property on that side of the road.

 

Sidewalks:

Six-foot wide sidewalks are required to be constructed along F.M. 1101 and Barbarosa Road per city standards at the time of development.

 

Roadway Impact Fees:

The subdivision is subject to Roadway Impact Fees and is hereby assessed the fees for Service Area 6 with the approval of this final plat. The Impact Fees will be collected at time of building permit as indicated in the then current fee schedule for the intended use.

 

Parkland Dedication and Development:

Non-residential development is exempt from parkland dedication and development fees. Any future residential development on the property, as permitted under MU-B zoning, will be subject to the requirements of the Parkland Dedication Ordinance.

 

Staff Recommendation:

Staff recommends approval of the plat as it is in compliance with the Platting Ordinance and the City’s development regulations.
