Description:                                          67 residential lots, landscape and easement areas on 13.9 acres

Background:

The subject property is located in the “Highland Grove” Planned Development District on the southeast side of Morningside Drive, south of the intersection with Rueckle Road. Units 1, 2, 3, 4A, 4B, 5, 6 and 7A have been recorded and are under construction or complete. Units 8 and 10 have been approved by the Planning Commission but are not yet recorded. This is the final unit of the development.

 

The proposed plat of Unit 9 is located adjacent to Units 5, 8 and 10, and consists of 67 single-family residential lots that are subject to the development standards of the “Highland Grove” Planned Development Zoning District.

 

Drainage:

The City’s Public Works Department has reviewed preliminary project drainage with the preliminary plat. Final project drainage will be reviewed with the construction plans as required by Section 118-51.e of the Platting Ordinance and in accordance with the requirements of Chapter 143 Municipal Drainage Utility Systems, and the Drainage and Erosion Control and Design Manual.

 

No portion of the property is located within the 1% chance annual flood zone.

 

Utilities:

Electric, water and wastewater services will be provided by New Braunfels Utilities. Utility Easements have been provided as requested by New Braunfels Utilities. Utilities will be extended as part of this plat and construction plans must be approved prior to plat recordation.

 

Transportation:

Regional Transportation Plan:

The plat is in compliance with the Regional Transportation Plan. All streets within the proposed subdivision are designated as 50-foot wide Local Streets that will be dedicated and constructed with the final plat.

 

Hike and Bike:

There are no trails proposed within or adjacent to the subdivision and no dedication or construction is required.

 

Sidewalks:

Four-foot wide public sidewalks will be constructed per City standards by the owner at the time of building permit and construction along all streets. Sidewalks will also be installed at the time of street construction along the street frontage of all common lots.

 

Roadway Impact Fees:

The subdivision is subject to Roadway Impact Fees and is hereby assessed the fees for Service Area 5 with the approval of this final plat. The Impact Fees will be collected at time of building permit as indicated in the then current fee schedule for the intended use.

 

Parkland Dedication and Development:

This development is subject to the parkland dedication and development ordinance. The subdivision has satisfied the parkland requirements with development of a 4.9 acre park and payment of additional fees. No additional parkland development or fees are required.

 

Staff Recommendation:

Staff recommends approval of the plat as it is in compliance with the Platting Ordinance, the “Highland Grove” Planned Development District Concept Plan and Development Standards with the following requirement to meet the adopted codes:

1.                     Process minor revision applications for the Planned Development District and Master Plan.
