Description:                     Replatting a 1.077-acre residential lot into 5 residential lots

 

The subject property is located on Alves Lane at the southeast intersection of Mellow Breeze, is zoned R-2 and developed with a single-family home. The proposed subdivision consists of dividing the single residential lot into 5 residential lots.

 

Drainage:

The City’s Public Works Department has reviewed preliminary project drainage as required by Section 118-51.e of the Platting Ordinance and it is in accordance with the requirements of Chapter 143 Municipal Drainage Utility Systems, and the Drainage and Erosion Control and Design Manual.  Final drainage plans will be reviewed with the subdivision construction plans prior submittal of the final plat.

 

No portion of the subject property is located within the 100-year floodplain.

 

Utilities:

Water, sewer and electric services are provided by New Braunfels Utilities. Utilities will be extended as part of this development and construction plans must be approved prior to submission of the final plat.

Transportation:

Regional Transportation Plan:

This preliminary plat is in compliance with the City’s Regional Transportation Plan.  Alves Lane is designated as a 120-foot wide Minor Arterial on the City’s Regional Transportation Plan.  The current right-of-way width is 60 feet.  Dedication in the amount of 30 feet will occur at the time of final plat.

 

Hike and Bike:

This preliminary plat is in compliance with the City’s Hike and Bike Trails Plan.  There are no existing or proposed trails internal to or adjacent to the subject property.

 

Sidewalks:

Four-foot wide public sidewalks will be constructed adjacent to the curb along Mellow Breeze by the owner at the time of building construction.  A six-foot wide public sidewalk will be constructed by the City adjacent to Alves Lane as part of the 2013 Alves Lane Bond Project.

 

Roadway Impact Fees:

The property is hereby assessed Roadway Impact Fees for Service Area 6 with the approval of this plat. Fees will be collected at the time of building permit as indicated in the then current fee schedule.

 

Parkland Dedication and Development:

This subdivision is subject to the 2018 City of New Braunfels Park Land Dedication and Development Ordinance and is approved for 1 dwelling unit per buildable lot with a maximum of 5 lots, where fees are due at the time of final plat recordation. At such time that additional dwelling units are constructed, the owner of the lot shall contact the City and comply with the ordinance for each dwelling unit.

 

STAFF RECOMMENDATION:

Staff recommends approval with the following required conditions as the applicant’s proposed preliminary plat will then meet all requirements of the City’s Platting Ordinance and development standards:

1.                     Remove “,adding 4 additional lots being 2B, 2C, 2D and 2E” from the end of plat note number 20.

2.                     Revise the lot width of Lot 2B to a minimum width of 60 feet.

3.                     Revise the plat title to indicate it is a preliminary replat of Lot 2, Schriewer Subdivision.

4.                     Revise the setback line adjacent to Mellow Breeze on Lot 2A to 25 feet instead of 20 feet, as it is the front lot line. The setback along Alves Lane will remain 25 feet as the adjacent lot fronts onto Alves Lane.

5.                     The preliminary plat included in the construction plan set shall be updated as required by the Planning Commission approval.
