BACKGROUND / RATIONALE:

The subject 24.12-acre tract of land was recently released from the City of Seguin’s extraterritorial jurisdiction (ETJ). It lies immediately adjacent to property that was included in the “Secondary Release Area” identified in the ETJ exchange agreement approved by the cities of New Braunfels and Seguin in the Fall of 2018.

 

As noted above, Seguin’s City Council released the subject property from their ETJ and the property owner is requesting the subject property be added to the City of New Braunfels’ ETJ. Inclusion of the Secondary Release Area, plus the subject property, within the City of New Braunfels’ ETJ will simplify the development review process for the proposed 324 acre Navarro Master Plan and allow it to be reviewed and approved in its entirety by the City of New Braunfels rather than the City of Seguin.

FISCAL IMPACT:

Limited to application of ordinances applicable in the ETJ.

 

Recommendation

STAFF RECOMMENDATION:

The Seguin City Council approved the release from their ETJ on June 19, 2019 with the intent for the property owner to request it be in New Braunfels’ ETJ. Staff recommends acceptance to facilitate streamlined development services for the property owner.
