BACKGROUND / RATIONALE:
In order for property owners in the State of Texas to be informed of any increases in their property values, truth-in-taxation requirements were embodied in the Texas Constitution and the Tax Code. Taxing units are required to hold two public hearings on the tax rate before adopting the final rate. These hearings are scheduled to be held on Thursday, August 22, 2019, and Tuesday, September 3, 2019 in City Council Chambers at City Hall, 550 Landa Street, at meetings beginning at 6:00 p.m.
Texas Local Government Code requires that a public hearing be held on the budget to allow citizen input before adopting the budget. The public hearing on the budget is scheduled to be held on Thursday, August 22 in City Council Chambers at City Hall, 550 Landa Street, at a meeting beginning at 6:00 p.m.
Before holding the public hearings on the tax rate and the budget, City Council will need to formally set the dates, times, and locations of these hearings.

Staff recommends City Council set the public hearings for the 2019 tax rate for 6:00 p.m. Thursday, August 22, 2019 and Tuesday, September 3, 2019 and the public hearing on the FY 2019-20 Proposed Budget for 6:00 p.m. Thursday, August 22, 2019, in City Council Chambers at City Hall, 550 Landa Street.
