Description:                     Replatting two residential lots and a common lot to reconfigure the lot boundaries.

 

Background:

The subject property includes three platted lots near the southeast corner of the intersection of FM 306 and Oak Knot Drive. Lot 1A is undeveloped and contains approximately 3.3 acres with approximately 800 feet of frontage along FM 306 and 200 feet of frontage along Oak Knot Drive. Lots 55 and 57 are approximately 30,000 square feet in area and are each developed with a single-family residential dwelling.

 

The applicants are proposing to increase the area within the residential lots by incorporating a portion of the lot under common ownership.

 

Drainage:

The Public Works Department reviewed the preliminary drainage plan report and plans as required by Section 118-51e of the Platting Ordinance in accordance with the requirements of Chapter 143 Municipal Drainage Utility Systems, and the Drainage and Erosion Control and Design Manual. Additional drainage review will occur with the review of permitting for non-residential development. No portion of the subject property is within the 100-year floodplain.

 

Utilities:

Water services will be provided by 4-D Water Company, LLC. Wastewater services will be provided by on-site sanitary facilities. Electric service will be provided by Pedernales Electric Cooperative. Utility Easements have been provided as requested by the utility providers. Utility services are existing and no extensions are required.

 

Transportation:

Regional Transportation Plan:

The proposed replat is in compliance with the Regional Transportation Plan. FM 306 is identified as a 150-foot wide Principal Arterial and the current right-of-way width does not meet the minimum requirements. Additional right-of-way will be dedicated with the plat.

 

Hike and Bike:

The applicant is not proposing any trails and there are no trails identified on the City’s Hike and Bike Trails Plan within or adjacent to the subject site. Therefore, the proposed replat is in compliance with the Plan.

 

Sidewalks:

Sidewalks are existing along FM 306. Sidewalks are not required along Oak Knot Dr and Flaming Oak as the roadways are designated as Local Streets, One-Family, Large Lot Residential.

 

Roadway Impact Fees:

The subdivision is located outside the city limits and the Roadway Impact Fee Study Area. Roadway Impact Fees are not applicable.

Parkland Dedication and Development:

This subdivision is subject to the 2018 Parkland Dedication and Development Ordinance. The payment of park fees will be required with the construction of any additional dwelling units on the property.

 

Notification:

Public hearing notices were sent to 13 owners of property within 200 feet of the request. The City has received one response (#16) in favor of the request.

 

Staff Recommendation:

Staff recommends approval of the requested replat, as it will meet all laws of the Platting Ordinance with the following requirements:

1.                     Add “a replat of” after “being” within the title statement.

2.                     Remove “preliminary” watermark from the signature blocks.

3.                     Revise plat note #10 as follows: Sidewalks are not required along Oak Knot Dr. and Flaming Oak.

4.                     Revise plat note #11 as follows: Sidewalks are existing along FM 306.
