Description:                     Replatting a 1.077-acre residential lot into 5 residential lots

 

The subject property is located on Alves Lane at the southeast intersection of Mellow Breeze, is zoned R-2 and developed with a single-family home. The proposed subdivision consists of dividing the single residential lot into 5 residential lots (2 single-family and 3 two-family). The preliminary plat for this subdivision was approved by the Planning Commission on August 6, 2019.

 

Drainage:

The City’s Public Works Department has reviewed drainage with the subdivision construction plans as required by Section 118-51.e of the Platting Ordinance and it is in accordance with the requirements of Chapter 143 Municipal Drainage Utility Systems, and the Drainage and Erosion Control and Design Manual. No portion of the subject property is located within the 100-year floodplain.

 

Utilities:

Water, sewer and electric services are provided by New Braunfels Utilities. Utilities will be extended as part of this development.

 

Transportation:

Regional Transportation Plan:

This final plat is in compliance with the City’s Regional Transportation Plan. Alves Lane is designated as a 120-foot wide Minor Arterial on the City’s Regional Transportation Plan. The current right-of-way width is 60 feet. Dedication in the amount of 30 feet will occur with recordation of this replat.

 

Hike and Bike:

The applicant is not proposing any trails and there are no trails identified on the City’s Hike and Bike Trails Plan within or adjacent to the subject site. Therefore, the proposed replat is in compliance with the Plan.

 

Sidewalks:

Four-foot wide public sidewalks will be constructed adjacent to the curb along Mellow Breeze by the owner at the time of building construction. A six-foot wide public sidewalk will be constructed by the City adjacent to Alves Lane as part of the 2013 Alves Lane Bond Project.

 

Roadway Impact Fees:

The property is hereby assessed Roadway Impact Fees for Service Area 6 with the approval of this replat. Fees will be collected at the time of building permit as indicated in the then current fee schedule.

 

Parkland Dedication and Development:

This subdivision is subject to the 2018 Park Land Dedication and Development Ordinance and is approved for a total of 8 dwelling units (1 unit each for Lots 2A and 2B, and 2 units each for Lots 2C, 2D and 2E) where fees are due at the time of final plat recordation. At such time that additional dwelling units are constructed, the owner of the lot shall contact the City and comply with the ordinance for each dwelling unit.

 

STAFF RECOMMENDATION:

Staff recommends approval of the applicant’s requested final replat with the following requirements necessary to be in compliance with the remaining standards of the Platting Ordinance and other adopted codes.

1.                     Revise the surveyor certificate per the following:

a.                     Remove: State of Texas, County of Comal

b.                     Add: Know all men by these presents

2.                     Revise the TIA Worksheet. Daily trips (section 2, last column) calculation is incorrect.
