BACKGROUND / RATIONALE:
New Braunfels’ City Council strategic priorities include using a variety of funding sources for operational and capital needs. As such, Staff recently submitted an application for funding of salaries and equipment for the New Braunfels Police Department utilizing a Texas Traffic Safety Program’s Selective Traffic Enforcement Program - Comprehensive (STEP-COMP) FY 2021 grant issued by National Highway Traffic Safety Administration and administrated by the Texas Department of Transportation.
The requested grant funding will support the City’s operation of a Selective Traffic Enforcement Program (STEP) with the purpose of reducing crashes and crash-related injuries and deaths caused by motor vehicles. FY 2021 priorities for STEP-COMP include, but are not limited to, the enforcement of Intersection Traffic Control, Impaired Driving, Occupant Protection, Distracted Driving, and Speed.
All awarded STEP-COMP grant funds must be used to pay for salaries and equipment necessary to operate the program for one year. City staff has submitted an application for a total amount of $69,807.97 of which the granting agency will reimburse eligible costs for up to 80%. With the City’s provision of a minimum of 20% as a match requirement, the total cost to the City will be approximately $15,051.
If awarded, it is anticipated that the City will receive notification in August 2020.

FISCAL IMPACT:
If awarded, the City’s match requirement of approximately $15,051 will be met with existing positions, salary and benefit costs, contractual services and equipment included in the FY 2020 operating budget. Also, additional revenue will be generated through the increased issuance of citations.
