Approval of a contract with Terracon Consultants, Inc., to provide pavement consulting services on the Klein Road Project as part of the 2013 Bond Program and the appropriate budget amendment.

BACKGROUND / RATIONALE:
As part of the 2013 Bond Program, Klein Road, from FM1044 to Walnut Avenue, was assessed and approved for reconstruction. This project is approximately 2 miles of total reconstruction and widening to include up to 4 travel lanes, dedicated turn lanes, new curbs, shared use paths, and improvements to the existing underground drainage network.
Terracon will provide scans, testing, and analysis of the new pavement that has deteriorated and will compile all this information into a final report containing engineering conclusions and recommendations, including recommended repairs, as outlined in their scope of work.
The fee for this work is $76,700 on an hourly-not-to-exceed contract. Terracon Consultants is a pre-qualified IDIQ vendor to provide professional services and has a Master Contract Agreement with the City for Construction Material Testing.
Budget Amendment - In the Klein Road project budget, there are currently no uncommitted funds to support the services described above. Therefore, the following budget amendment is recommended for City Council consideration.
From: Proposition 1 Staffing Costs/Contingencies $76,700
To: Klein Road Reconstruction $76,700
