BACKGROUND / RATIONALE:

The City has an existing contract with Motorola Solutions/Spillman Technologies for its Computer Aided Dispatch and Records Management Software system for the Police and Fire Department.  Staff are requesting to add two additional modules to their CAD and RMS system. 

 

Texas Accident Reporting Form- Currently TXDOT offers an online based reporting module for officers to complete a crash report.  This is the only module we currently have available to use.  When an officer responds to a crash in our city, he or she is required to log into the TX DOT website and start completing the crash report on their system.  This system is free for our law enforcement agency.  Being web based, we are often faced with a lag in customer service to citizens because often the TX DOT reporting website is down for maintenance.  This creates a delay in the time an officer can complete a report and then move on to their next call or process their daily workload.  This also creates a lag in customer service where a citizen can get to the TX DOT web site to download their crash report for customer service because the officer is delayed in being able to do their crash report on-line.  Lastly, the system does not interface with our Spillman system, so our officers are required to complete additional work by manually inputting the crash data back into the Spillman CAD/RMS.  This is laborious, time consuming and does not create an efficient process for our operations.   

Last year the TX DOT web-based program was compromised, and the entire system was down.  We have had to revert to 1980 style crash reporting by using paper reports and stencils to diagram crash scenes.  This is outdated and inefficient.

Staff Productivity Module- is a module that is an overlay to the current Spillman CAD/RMS to collect data from the daily work of our sworn police staff.  No additional input or workload has to be done by any staff once the software is installed, as it collects data from the already existing work that the sworn staff does daily.  These reports, graphs and charts can be used to better understand manpower deployment needs, as well as staffing options based on the daily, weekly and monthly workloads.  This module can be used to better improve efficiency and manpower deployment within the police department.     

 

The total cost of the two modules is $47,970.  The cost will cover project management, installation as well as the first year of maintenance. This purchase will utilize a Houston Galveston Area Cooperative (H-GAC) contract with Motorola Solutions/Spillman Technologies which has been vetted and therefore meets the procurement requirements.

FISCAL IMPACT:

Funding for this expenditure will come from FY 20/21 Seizure funds allocated to support law enforcement equipment and technology therefore, sufficient funds are available.
