Approval of the purchase of one front load and two automated side load collection vehicles from Chastang’s Bayou City Autocar, through the Buyboard contract 601-19 and declaring the replacement vehicle surplus.

BACKGROUND / RATIONALE:
The Solid Waste heavy equipment was added to the City’s vehicle replacement program and in FY 2010 and since that time Solid Waste has made annual contributions for the replacement of garbage collection vehicles. The addition of the equipment to the program has allowed Solid Waste to improve the quality and predictability of the trash and recycling collection service.
Due to continued rapid growth in the community the purchase of two new automated side load collection vehicles has been recommended in FY 2021. The addition of these vehicles will allow the residential and recycling lines of business to better align the workload for these divisions with industry standards by adding an additional route to each. The funding for the vehicles will come from Enterprise Maintenance and Equipment Replacement Fund.
There is also one front load collection vehicle in the Commercial Collection Division scheduled for replacement in FY 2021, the funding for this vehicle will also come from the Enterprise Maintenance and Equipment Replacement Fund.
Pricing was requested through the Buyboard contract with Chastang’s Bayou City Autocar and therefore meets the procurement requirements; the cost for the vehicles is $902,472.

FISCAL IMPACT:
As stated above, the FY 2021 Adopted Budget anticipated the addition of the two new automated side load vehicles and the replacement of the front load collection vehicle. Therefore, sufficient funds are available.
