Council District:  3

City staff is informing City Council of the decision to proceed with the permanent installation of reverse angle parking on Playground Drive in Landa Park. Sec.126-327(a) in the Code of Ordinances allows the city engineer to designate angle parking on streets.

The Public Works Department implemented a pilot program to utilize and evaluate reverse (back-in) angle parking on both sides of Playground Drive in Landa Park between Landa Park Drive and Monument Drive. The piloted parking offers park visitors a safer experience for motorists, bicyclists and pedestrians. Reverse angle parking provides better visibility for the driver when leaving the parking space, and the doors and trunk of parked vehicles open to the interior of the park instead of individuals standing out on the street to gather and unload.  Because this lot is predominately used for access to the playground, this allows parents more opportunity to prevent small children from entering the street near traffic.

City staff received direction to utilize various education measures, conduct field observations, and provide a recommendation on the permanent installation of reverse angle parking on Playground Drive. Staff completed the study and the summary is attached.

FISCAL IMPACT:

Permanently installing the existing signage costs approximately $50. Funding is available in the FY 2021 streets and drainage operating budget.

Recommendation

COMMITTEE RECOMMENDATION:

This request was considered by the Transportation and Traffic Advisory Board at their meeting on October 8, 2020. The Board unanimously recommended that reverse angle parking be permanently installed on Playground Drive in Landa Park.

 

This request was considered by the Parks and Recreation Advisory Board at their meeting on October 20, 2020. The Board unanimously recommended that reverse angle parking be permanently installed on Playground Drive in Landa Park.

 

STAFF RECOMMENDATION:

Staff recommends the permanent installation of reverse angle parking on Playground Drive in Landa Park.
