Approval of issuance of contract modification with Kimley-Horn and Associates, Inc. to continue work on the City’s Street Design Guide and Roadway Construction Standard Details; and authority for the City Manager to approve any change orders up to a 10 percent contingency amount for project expenditures.

BACKGROUND / RATIONALE:
The City identified a need to develop a street design guide and update the city’s roadway and construction standard details. The City uses design guidance, standards and details from various sources including information on the Engineering Division’s website, Code of Ordinances, Texas Department of Transportation, City of San Antonio, and American Association of State Highway and Transportation Officials (AASHTO) A Policy on Geometric Design of Highways and Streets. The purpose of the design guide and standards is to establish uniform standards for designing, constructing and maintaining quality infrastructure, and to assist engineers during the development of improvements in the public right-of-way. The guide will include information on excavation, geometric design standards, pavement design, traffic calming, and inspection and testing requirements.
Kimley-Horn and Associates, Inc. was selected to lead the development of the street design guide and details through the IDIQ Task Order process and received City Council approval on May 28, 2019. Kimley-Horn Associates, Inc. will continue the development, stakeholder input, and implementation of the project. Final approval by City Council will be received prior to the release of the finalized Street Design Guide and Roadway Construction Standard Details.
Kimley-Horn’s professional services fee is $86,000. Additionally, City staff is requesting authority for the City Manager to approve any change orders up to a 10% contingency amount for project expenditures, not to exceed a total of $94,600.

FISCAL IMPACT:
Funding for this project is available within the FY 2021 Public Works Operating Budget. Therefore, sufficient funds are available for the purchase as described above.
