BACKGROUND / RATIONALE:

The New Braunfels City Council strategic priorities include using a variety of funding sources for operational and capital needs. Therefore, upon receipt of City Council’s approval in December 2019, staff submitted a grant application to the Alamo Area Council of Governments (AACOG), FY 2020-21 Regional Solid Waste Grants Program which is administered by AACOG as directed by the Texas Commission on Environmental Quality (TCEQ) for the purchase of a wood chipper for the Public Works Department, Solid Waste and Recycling Division (SWRD) during the City’s Fiscal Year 2021. The application was subsequently approved by the granting agency in August 2020.

 

As such, SWRD is requesting the purchase of a wood chipper for a total cost of $43,148 from Brabandt Equipment LLC. The equipment will be used for the annual natural Christmas tree mulching program, debris cleanup efforts, and any other tree removal efforts undertaken by Public Works that contribute to diversion of appropriate landscape material from the landfill. Additionally, the Christmas tree mulching program provides a convenient drop-off for apartment dwellers and businesses that do not have curbside Green Waste collection.

 

In accordance with established procurement requirements, the City has selected Brabandt Equipment LLC for the purchase of the equipment as they have offered the best value in consideration of cost, availability, and quality of the equipment when comparing the multiple quotes received by the City.

FISCAL IMPACT:

The Solid Waste Division anticipated this expenditure in the FY 2021 Adopted Budget. After the $43,148 purchase, the City will be reimbursed $14,000 from TCEQ through AACOG. The remaining costs will be covered by the Solid Waste fund, representing the City’s matching portion of the grant. Therefore, sufficient funds are available to support the purchase of the equipment as described above.
