BACKGROUND / RATIONALE:

The City-Wide Streets Program was approved as part of Proposition 1 in the 2019 Bond Program.  Projects in this program could include mill & overlay of pavement, curb repair/replacement, sidewalks, and concrete diamonds around meter boxes and manholes. 

 

Lamar Area Streets Improvements was designed by Cobb Fendley, and S. Grant Ave., E. South St., and S. Central Ave. were designed by Pawelek & Moy.  In October a solicitation for competitive proposals was issued, and three proposals were received on October 30, 2020.  The proposals were evaluated and Diamond X Contracting, Inc. was determined to provide the best value to the City. 

 

Diamond X submitted a proposal for $2,515,550.50.  With the addition of a twenty percent contingency, the total amount for improvements is $3,018,660.60.

 

We have been coordinating with NBISD regarding the area around Lamar Elementary and plan to take advantage of the Thanksgiving and Christmas breaks to work on critical areas. These critical areas involve special needs drop off/pick up areas and cannot be done while school is in session.

A larger contingency has been included due to the scope of this project. The project involves multiple roadways and numerous property owners. On these types of projects, there is a probability for unforeseen issues that arise from working in existing areas involving varying site conditions. As with all contingency funds, only what is needed will be expensed and must be approved by the City.

FISCAL IMPACT:

The 2019 Bond Program includes $15 million for City-Wide street improvement projects, therefore there is sufficient funding for engineering, construction, and testing services on these projects.
