Approval of Addendum #1 to the Interlocal Cooperation Agreement between the City of New Braunfels and the New Braunfels Independent School District for the provision of School Resource Officers by the New Braunfels Police Department to the NBISD for a 3 year period, through the 2022-23 school year.

BACKGROUND / RATIONALE:

The original agreement was approved by City Council on August 10, 2020. On September 14, 2020, the NBISD school board approved the Interlocal Cooperation Agreement as well as Addendum #1. This addendum changes Section 1.2 regarding final selection and approval of the School Resource Officers to specify NBISD’s role in this process.  Additionally, Section 2.1 and 2.2 that addressed the payment process was replaced with language that will require the City to invoice the school district quarterly to allow alignment with NBISD’s fiscal year. As required by the original interlocal agreement, City Council must approve Addendum #1.  The Interlocal Cooperation Agreement established a formal agreement through the 2022-23 academic year.

FISCAL IMPACT:

This addendum #1 does not change the fiscal impact of the original agreement which captures the current financial arrangement between the City of New Braunfels and the NBISD.  The NBISD will pay for 75% of all costs associated with the SRO program, with the City paying the remainder.  This agreement requires no adjustment to revenues or expenditures that have already been budgeted.
