Council District:  1

 

A citizen requested no parking signs on the north side of Loma Vista Street between South Heynis and Becker Street to address safety concerns. Staff followed up requesting a formal written request from the potentially impacted property owners and reason for the request in order review and process.

 

City staff received direction to conduct a traffic study and provide a recommendation on the request for a no parking zone on Loma Vista Street between Becker Street and South Heynis. Staff completed the study and recommend no parking restrictions. The study and recommendation were presented to the Transportation and Traffic Advisory Board on August 13, 2020. The Board voted unanimously to support staff’s recommendation for no parking restrictions.

 

The citizen requested the item be reconsidered by the Board with additional public input. At their meeting on October 8, 2020, the Board discussed and recommended that any parking restrictions on Loma Vista Street only be considered with the receipt of a signed petition from the affected residents.

 

Staff then received a signed petition requesting the creation of no parking zone on the north side of Loma Vista Street between South Heynis and Becker Street. The requested time is from 8:00 a.m. to 8:00 p.m., Monday through Friday, year-round. The requested area impacts two residential lots; a duplex and a single-family home.

 

A signed petition was received from the property owners and residents of single family homes in the vicinity of the proposed area requesting the creation of a new parking by permit area on Loma Vista Street between South Heynis and Becker Street from 8:00 a.m. to 8:00 p.m., Monday through Friday, year-round.

 

Only one of the signatures received was from a property owner or resident in the proposed area; however, staff has reached out to the residents of the duplex at 2731 South Heynis to ensure they are aware of this request. The residents notified city staff that the are opposed to any parking restrictions on Loma Vista Street.

 

Staff prepared two parking restriction options for consideration. The first option is the original request which is a no parking zone on the north side of Loma Vista Street between South Heynis and Becker Street from 8:00 a.m. to 8:00 p.m., Monday through Friday, year-round. The second option is for a new parking by permit area for the same section and time which would allow residents to park with an applicable permit. A public hearing notice was sent in accordance with City of New Braunfels Code of Ordinances for the potential parking by permit option. Notices of the public hearing were mailed to all property owners (as shown on the latest tax roll) and residents who signed the petition within a 300-foot radius of the requested permit area prior to this meeting.

Strategy 1: Support Vibrant Centers; Action 1.2: Create plans for neighborhoods and transitional areas to maintain quality of life.

 

FISCAL IMPACT:

Traffic control signs cost approximately $150 each. Sufficient funding is available in the FY20-21 approved Public Works budget.

 

Recommendation

COMMITTEE RECOMMENDATION:

The Transportation and Traffic Advisory Board unanimously voted that a signed petition be created before any further action is taken on any requested parking restrictions at their meeting on October 8, 2020.

 

STAFF RECOMMENDATION:

Staff does not recommend approval of the creation of a no parking zone or new parking by permit area on Loma Vista Street between Becker Street and South Heynis because at least two-thirds of the residents or property owners in the requested area did not sign the parking by permit request petition.
