BACKGROUND / RATIONALE:

Council District:  5

 

City Council unanimously approved the first reading of an ordinance amending Section 126-354 of the City of New Braunfels Code of Ordinances to revise Parking by Permit Area H on November 9, 2020.

 

Staff has received a request to revise the effective time of Parking by Permit Area H from the existing May 1 to September 30 to year-round, due to parking concerns extending past the standard river recreation season. At this time, no change is proposed to the area location or hours covered (currently 8:00 a.m. to 8:00 p.m.).

 

The Council Meeting is a public hearing for this consideration. Notices of the public hearing were mailed to all property owners (as shown on the latest tax roll) within Parking by Permit Area H and in a 300-foot radius of the area.

 

ADDRESSES A NEED/ISSUE IN A CITY PLAN OR COUNCIL PRIORITY:

Strategy 1: Support Vibrant Centers; Action 1.2: Create plans for neighborhoods and transitional areas to maintain quality of life.

 

FISCAL IMPACT:

Traffic control signs cost approximately $150 each. Funding for street signage is available in the FY 2021 approved streets and drainage budget.

 

Recommendation

COMMITTEE RECOMMENDATION:

Because of ongoing parking concerns, District 5 Councilmember Hurta initially requested to bring this issue to Council first and forego the Transportation and Traffic Advisory Board’s consideration as allowed. After the public hearing and first reading at City Council on November 9, 2020, the Transportation and Traffic Advisory Board is scheduled to discuss this item at their meeting on November 19, 2020 and the recommendation will be presented to City Council.

 

STAFF RECOMMENDATION:

Staff recommends approval of amending Parking by Permit Area H to change the effective time of year from May 1 to September 30 to year-round restrictions.
