BACKGROUND / RATIONALE:

In March 2020, City Council approved the submission of a grant application for $41,431 to the U.S. Department of Homeland Security, State Homeland Security Program - Regular Projects Grant for Program Year 2021, for the purchase of hazardous material detection equipment for the New Braunfels Fire Department’s (NBFD) Hazmat team. In October 2020, the City received notification from the granting agency of their full approval of the requested funding. In accordance with City Council’s prior approval, the City Manager will act as the authorized official on behalf of the City in all matters related to this grant.

 

As such, NBFD is requesting the purchase of handheld radionuclide identification devices (RID) and additional associated equipment for the detection, location, measurement, and identification of neutron and gamma radiological emissions from naturally occurring sources, and industrial or medical sources. The units rapidly produce visual, audible, and tactile alerts, therefore allowing expedited responses to a variety of situations such environmental monitoring, and emergency response to threats and/or hazards.

 

The equipment will be purchased utilizing a BuyBoard contract thereby fulfilling competitive procurement requirements for the State of Texas.

FISCAL IMPACT:

The total cost of the hazardous material detection equipment is $42,214, of which the grant will provide $41,431 as a reimbursement upon the receipt and full payment of the equipment. The additional cost of $783 will be paid from the General Fund in accordance with the City’s approved FY 2021 Adopted Budget for the Fire Department. Therefore, sufficient funds are available to support the purchase of the equipment as described above.
