BACKGROUND / RATIONALE:

The City of New Braunfels’ 2020 Edwards Aquifer Habitat Conservation Plan (EAHCP) Workplan includes the design and construction of a bio-retention basin at the NBU Well Yard area within the Headwaters at the Comal facility that will filter and treat stormwater runoff prior to discharging to the Upper Spring Run of Landa Lake. This project is associated with the Water Quality Protection task (Task 5.7.6) set forth in the EAHCP and is intended to meet EAHCP program objectives.

 

Design plans for the bio-retention basin were completed by Doucet and Associates in early 2020. Funding for construction of the bio-retention basin was approved by the EAHCP Implementing Committee and Edwards Aquifer Authority Board of Directors as part of the City of New Braunfels’ 2020 EAHCP Workplan and Funding Application.

 

Construction of bio-retention basin will occur at the end of North Houston Ave immediately adjacent to the Upper Spring Run portion of Landa Lake. The project is intended to improve water quality and reduce sediment and pollutant loading to the Comal River system. The project will include 1) removal of existing asphalt pavement, 2) construction a landscaped bio-retention bed, 3) construction of an underdrain system that outfalls to the Upper Spring Run of Landa Lake. The project will take approximately 40 days to complete.

 

A Competitive Sealed Proposal was issued on October 14, 2020 and 1 response was received on November 5, 2020.  City, NBU and Headwaters at the Comal staff have reviewed the proposal, per guidelines set forth in a previously approved MOU between the City and NBU, and staff is recommending award to DigDug Construction, LLC for a contract amount of $53,768.26. Staff recommends the addition of a 15% construction contingency for this project for a total construction budget of $61,833.50.

FISCAL IMPACT:

The funding for the Headwaters at the Comal bio-retention basin project is supported through the EAHCP program. All project costs will be reimbursed to the City through the Edwards Aquifer Authority per the EAHCP Funding and Management Agreement.
