Approval of an expenditure with Terracon Consultants, Inc. for material testing services associated with the construction of Fire Station #3 as part of the 2019 Bond Program.

BACKGROUND / RATIONALE:

On May 4, 2019 the City of New Braunfels voters approved $6.74M for the reconstruction of Fire Station #3 under Proposition (3) Three included in the 2019 Bond Program. Fire Station #3 will be reconstructed at the existing location on Hanz Drive with living quarters and three apparatus bays.

On June 24, 2019 City Council approved the final design contract with BRW Architects for Fire Stations #2 and #3. On June 30, 2020 the City solicited a Competitive Sealed Proposal (CSP) for the construction of both Stations #2 & #3. The solicitation provided the option of constructing the stations individually or both stations under a single contract.

On September 14, 2020 City Council approved the construction contracts including contingency with Seidel Construction, LLC for the construction of Fire Stations #2 & #3 in the amount of $11,382,596.

The material testing proposal is to be performed under the City’s Master Agreement with Terracon and billed at the not to exceed rates defined by the agreement. The estimated scope includes fees of $34,000 for Station #3.

FISCAL IMPACT:

The proposed contact amounts are within the cost estimates developed for the 2019 bond projects. Therefore, sufficient funds are available to approve and begin expensing bond proceeds for the contact as described above.
