BACKGROUND / RATIONALE:

Kirk Moore, a local BMX bike enthusiast, approached the Parks and Recreation
Department requesting consideration in allowing BMX bikes at the skate park. The current rule per ordinance is restricted to skate and skateboards only.

 

The original reason for the current rule was to prevent metal pegs on the BMX bikes from damaging the concrete at the skate park. After review of park rules for several nearby cities, and consultation with the park construction team (SPA Skateparks) staff has determined that the bikes will not cause damage as originally thought.

 

Staff is aware that bikes have been using the park since opening in 2009. As staff is not on site to enforce the restriction of skate and skateboards only, the bikes have been using the facility at will. Additionally, the Tony Hawk Foundation, one of the original grantors for skate park funding, encourages communities to be inclusive by allowing use of skateboards and bikes.

Recommendation

COMMITTEE RECOMMENDATION:

The Parks and Recreation Advisory Board voted unanimously to approve the rule change and allow bikes at the skate park at their meeting on November 17, 2020.

 

STAFF RECOMMENDATION:

Staff recommends changing the ordinance to allow bikes at the skate park.
