BACKGROUND INFORMATION:
At their May 2021 meeting, the Transportation and Traffic Advisory Board directed staff to investigate traffic calming options other than speed humps that could be used in the City of New Braunfels to address neighborhood speeding concerns.
The Transportation & Traffic webpage for the City of New Braunfels states that the primary measure for neighborhood traffic calming is the speed hump. Other measures such as narrowing lanes or lane shifts may be considered. The city’s speed hump policy was approved by City Council in 1999.
Staff recognizes the need for a comprehensive traffic calming policy for use in the city that includes several options for traffic calming, criteria for staff recommendation, methods to ensure neighborhood involvement, and addresses funding for implementation. Additionally, a new traffic calming policy would include the appropriate elements of complete streets and Vision Zero.
At this time, staff has obtained numerous traffic calming policies for cities throughout Texas and the United States as well as research documents relating to the application and implementation of various traffic calming measures.
The next steps for this policy update are to compile the results of the research and create a draft Traffic Calming Policy document. This draft document would then be presented to the public, Transportation and Traffic Advisory Board, Planning Commission, and City Council for input prior to adoption. Staff anticipates having a draft document prepared in early 2022.
