BACKGROUND INFORMATION:
New Braunfels fire engine #08415, a 2008 Pierce engine assigned to Fire Station #2, suffered a catastrophic engine failure on June 9, 2021. At the time of the engine failure the unit had 127,715 road miles and 5,822 engine hours (equivalent to 419,184 additional road miles). Fire District 2 is now being a 2008 reserve engine with 94,277 miles and 11,653 engine hours.
This apparatus was scheduled for replacement in 2020 but was deferred due to economic uncertainty created by the COVID-19 pandemic. We were in the process of updating the replacement unit specification and pricing when this failure occurred.
Current manufacturing lead times for new apparatus are approximately 11 to 13 months. Stock apparatus, while not specifically constructed for New Braunfels, are readily available, and satisfy our essential needs. The units are built on speculation, available on a first come-first served basis, and can only be secured by providing a purchase order number.
The department is requesting purchase approval for an amount not to exceed $725,000. The proposed cost includes the following:
Stock Apparatus: $666,800 - $690,600
Hard Hose-bed Cover: $0 - $7,000
Extendable Deck Gun: $7,000
NBFD Graphics: $7,000
Intercom & Contingency: $20,200 - $37,200
Budget Amendment - There is currently no funding allocated in the General Fund or the Fire Department Apparatus Replacement Fund for the purchase of a replacement engine. The Apparatus Replacement Fund is a relatively new fund that is supported entirely by payments from insurance companies for services provided by NBFD such as traffic accident cleanup. The funding strategy recommended for the purchase of the engine is to purchase from the General Fund, with the Apparatus Replacement Fund reimbursing the General Fund over a ten-year period. The payment would be budgeted annually as an interfund transfer until the full value of the engine had been reimbursement. To support the initial purchase of the engine, the following budget amendment is recommended for City Council consideration.

ISSUE:

FISCAL IMPACT:
As mentioned above, the General Fund will initially support the purchase of the Engine. However, the Apparatus Replacement Fund will make an annual transfer (over a ten-year period), until the General Fund has been fully reimbursed. The first payment will be incorporated into the FY 2022 Proposed Budget.
