BACKGROUND INFORMATION:
The New Braunfels City Council strategic priorities include using a variety of funding sources for operational and capital needs. Therefore, Staff submitted a grant application to the U. S. Department of Justice FY 2021 Bulletproof Vest Partnership (“BVP”) program for the purchase of bulletproof vests for the New Braunfels Police Department (“NBPD”) during the City’s Fiscal Year 2022. The application was approved by the agency on October 14, 2021; therefore, Staff is requesting City Council approval for the ratification of the grant application, and authorization for the City Manager to accept funds and to execute all contract documents associated with the award of the grant.
The total grant award amount is $38,780 with a 50 percent City match requirement. Therefore, the maximum amount that will be reimbursed to the City equals $19,390.
In addition to the requested approval for the acceptance of the grant award, Staff is also requesting approval for the purchase of approximately 50 bulletproof vests with trauma plates for a total cost of $126,607 from Angel Armor, LLC during FY22. The ballistic-resistant body armor provides protection for officers against injuries and fatalities caused by threats including, but not limited to, knives, handguns, and rifles.
Angel Armor, LLC is a verified sole source vendor for the requested equipment, therefore this purchase is exempt from competitive procurement requirements.
Of the total cost of the bulletproof vests, BVP grant funding will provide $19,390 and the balance, including the grant’s 50% city match requirement, of $107,217 will be paid from the General Fund.

FISCAL IMPACT:
The total cost of the bulletproof vests is $126,607, of which the BVP grant will fund $19,390. The remaining cost has been incorporated into the City’s FY 2022 Adopted Budget and will be paid from the General Fund. Therefore, sufficient funds are available to support the purchase of the items as described above.
