BACKGROUND INFORMATION:
The Solid Waste heavy equipment was added to the City’s vehicle replacement program and fund in FY 2009-10 and since that time Solid Waste has made annual contributions for the replacement of garbage collection vehicles. The addition of the equipment to the program has allowed Solid Waste to improve the quality and predictability of the trash and recycling collection service.
The manufacturer of the hybrid collection vehicles is no longer making the hybrid transmission and the procurement of replacement parts is not financially viable. The Solid Waste and Recycling Division is experiencing greatly extended down time of the equipment, sometimes as much as 30 to 60 days. One of the automated side load collection vehicles scheduled for replacement in FY 2024 has experienced a catastrophic hybrid unit failure and needs of a complete rebuild. Since there are no longer new parts for this rebuild, only remanufactured ones with no warranty, and the repair cost is upwards of $25,000 the Solid Waste and Recycling Division is requesting an early replacement of that vehicle to help improve reliability in the collection fleet and save on the potential higher future maintenance costs of the unit. The funding for the vehicle will come from the Enterprise Maintenance and Equipment Replacement Fund.
The City will utilize a contract with Chastang Enterprises-Houston, LLC / Autocar through a Buyboard cooperative contract which meets the competitive procurement requirements. The cost for the vehicle is $308,333. Staff is also asking for approval for the City Manager to execute contract modifications up to his authority as designated by City Ordinance 2.1.
To establish the funds necessary for the purchase of this vehicle; a budget amendment is needed. Sufficient funds are available in the Enterprise Equipment Replacement Fund to cover this expenditure. The following budget amendment in included for City Council consideration.

FISCAL IMPACT:
Although the FY 2022 Adopted Budget did not anticipate the early replacement of this vehicle, there is sufficient funding in the Enterprise Maintenance and Equipment Replacement Fund to support the expenditure.

Staff recommends approval of a purchase with Chastang Enterprises-Houston, LLC for one automated side load collection vehicle for the Solid Waste Division, approval to declare the replaced unit as surplus, and a Budget Amendment in the FY 22 Enterprise Equipment Replacement Fund.
