BACKGROUND INFORMATION:
The City of New Braunfels was awarded funding through the Texas Highway Safety Improvement Program (HSIP) for the implementation of safety improvements at locations within the city that experience crashes. The Texas Department of Transportation (TxDOT), in coordination with city staff, gathered historic crash data that identified where traffic crashes are an issue, developed proposed improvements to address the issue, and submitted projects for funding through HSIP.
The City was awarded funding for the following intersections and improvements:
• County Line Road & Walnut Avenue - additional left turn lane and intersection improvements
• County Line Road & Dove Crossing Drive - new traffic signal and intersection improvements
• Hanz Drive & Gruene Road - intersection and advanced warning improvements
On October 11th, 2021 City Council voted unanimously to allow the City Manager to enter into this agreement. The Texas Department of Transportation Advanced Funding Agreement requires the inclusion of a resolution by City Council to be incorporated into the agreement.
ISSUE:
Provide a system of convenient and safe transportation facilities through comprehensive, cooperative and continuing transportation system planning and development.
FISCAL IMPACT:
As previously approved by council and outlined in the Advanced Funding Agreement (AFA), TxDOT is responsible for bidding and cost of construction up to $601,588. The City is responsible for design, state design-review and construction-cost overruns.
Kimley Horn has previously been procured as the design consultant through funds from Roadway Impact Fee Program. Initial opinions of probable construction cost are estimated at $720,000, therefore the City will be responsible for anything over the federal ceiling of $601,588.

Project contingency and overruns $80,000
Total $198,412
There are sufficient roadway impact funds (Service Area 5) to support the city portion of this project (up to $198,412).
