BACKGROUND INFORMATION:
On October 22, 2021, the City released a Competitive Sealed Proposal (CSP) for the purpose of seeking proposals from qualified proposers to provide river recreation litter removal and floating vegetation services from riparian zones.
Contractor is to remove all mandate floating debris and litter on the surface of the water, and debris and litter lying on the ground up to six feet from the banks of the river, and all debris and litter in the river properties identified. Contractor shall also remove debris and litter below the surface of the water up to 3 feet in depth.
On November 10, 2021, the City received one response on the CSP. The response received was from our current incumbent contractor, Pristine Texas Rivers Inc. Our City staff evaluated the response based on our identified criteria requirements, professional qualifications and experience, demonstrated experience and expertise in contracts/projects of similar scope, recommended approach to management of City’s contract, and proposed cost. Based on their evaluation, and the fact that these services have been performed satisfactorily by the incumbent contractor for the past nine years, City staff is recommending Pristine Texas Rivers Inc. for award. This is a one-year contract with four (4) one-year increment renewals. The estimated annual cost of the contract as proposed is $166,365.00.
ISSUE:
To protect and preserve healthy and attractive riparian zones maintained by the City.
FISCAL IMPACT:
Funding for the contract described above has been incorporated into the FY 2022 River Activities Fund adopted budget. Therefore, sufficient funds are available for the referenced annual contract.
