BACKGROUND INFORMATION:

City Council approved on July 26, 2021 the purchase of 15 vehicles from Caldwell Country for the Police department.  These vehicles require ancillary equipment prior to being paced into services.  The equipment will be purchased utilizing various cooperative contracts and city contracts that offer the best value for the goods and services based on review by City staff.  The equipment includes in-car-radios through an interlocal agreement with Lower Colorado River Authority (LCRA), cameras from Motorola Solutions through a cooperative agreement with Houston-Galveston Area Council (H-GAC), mounting brackets, emergency lights, prisoner cages, storage vaults, window tinting, other miscellaneous equipment and installation from Southwest Public Safety through a cooperative agreement with BuyBoard.  Installation of the equipment will be provided through a best value City agreement with Southwest Public Safety, LLC.

 

The total cost to purchase and install the equipment from these contracts/vendors is estimated at $400,064.

 

Budget Amendment

 

A budget amendment is recommended in the Equipment Replacement Fund for the additional funds necessary to fully outfit the vehicles mentioned above. Since the time the budget was created, the City has been experiencing cost escalation for most vehicle and vehicle related parts as a result of various economic factors. Secondly, the FY 2022 Adopted Budget included two non-pursuit vehicles that have since been changed to pursuit rated. Finally, additional vehicle equipment needs were identified after the original quote was created during our summer budget process. To support the increased/additional costs, the following budget amendment is recommended for City Council consideration. 

 

Budget Amendment - Equipment Replacement Fund

Increase: Capital Expenditures $180,000

 

 

 

ISSUE:

Maintain fiscal stability of city operations.

 

FISCAL IMPACT:

With the funding previously allocated in the FY 2022 Budget for this expense as well as the recommended budget amendment, sufficient funds are available to award the contract for the services described above.

Staff recommends the approval of a purchase with Southwest Public Safety, LLC, Motorola Solutions and Lower Colorado River Authority for ancillary vehicle equipment for the Police Department.
