BACKGROUND INFORMATION:
Currently, ten (10) percent of both the unmarked and marked Police Department fleet is ten (10) years or older. The current average age of the fleet is 5.3 years or older-and it would take 6.68 years to cycle the entire fleet at current acquisition rates. Additionally, lead time for vehicle purchases has been drastically impacted by demand and supply chain delays. These increased lead times are entirely why staff has taken the approach recently to requesting approval for various equipment orders much earlier than our typical timeframe.
This contract will increase employee safety through the replacement of vehicles currently in the fleet. Fifteen (15) vehicles pre-date Electronic Stability Control (ESC) standardization (2012)-ESC being the most significant safety invention since the seatbelt. Ninety (90) vehicles pre-date standardization of back up cameras (2018).
By partnering with Enterprise Fleet Management (EFM), it is estimated that the city will increase fuel efficiency by lowering the overall age of the fleet-naturally reducing maintenance costs in the first year on both non-emergency and emergency response vehicles. The city will leverage Enterprise Fleet Management’s ability to sell vehicles at an average of 115% above Commercial Value Index.
Staff are requesting to lease purchase a total of thirty (30) units as replacements for older vehicles and add units to provided operational stability. The City has the ability to cancel the contract and transfer title back to the City at any point. If, at the end of the four-year period, the City wishes to retain the vehicles, titles will transfer automatically.
The City will utilize a cooperative agreement through Sourcewell which meets the competitive procurement requirements. The cost for the four (4) year management agreement is $21,095.64 per year. The purchase price of the 30 vehicles (including all equipment) is $1,757,593.20. Therefore, the total outlay for FY 2023 is for an amount not to exceed $1,778,688.84. The expected delivery for these vehicles is after January 2023. The replacement vehicles will be declared as surplus and sold. The 30 vehicles will be comprised of the following types:
