BACKGROUND INFORMATION:

Due to manufacturing delays, staff have been searching for existing stock from our suppliers to support the need for replacement vehicles needed for the Solid Waste fleet.  The Solid Waste division has an existing stock of hybrid sideload vehicles that are scheduled for replacement over the next two years and are being recommended for replacement.  Due to lack of accessibility of parts and equipment for these hybrid vehicles, maintenance is typically prolonged, which continually impacts operations. As an example, Solid Waste currently has three hybrid vehicles not in service due to parts and service availability issues. 

 

Staff are recommending the FY 2023 replacement purchase of three Autocar Chassis with Neway automated sideload bodies as well as the FY 2024 replacement purchase of three Autocar chassis with AMREPS automated sideload bodies as replacements for six hybrid sideload vehicles.  The City will utilize a contract with Chastang Enterprises-Houston, LLC/Autocar through a Buyboard cooperative contract which meets the competitive procurement requirements.  The cost for the vehicles is $2,045,564.  The expected delivery for these vehicles is between October 2022 and January 2023.  The replacement vehicles will be declared as surplus and sold.

FISCAL IMPACT:

The costs for the vehicles as described above will be incorporated into the FY 2023 Enterprise Maintenance and Equipment Replacement Fund budget.  Therefore, sufficient funds are available.
