BACKGROUND INFORMATION:

History - Since the inception of the Creekside Town Center TIRZ, the construction of a fire station within the boundaries has been planned. On June 11, 2019 the Creekside TIRZ board approved a recommendation to City Council for full design and issuance of a Competitive Sealed Proposal for construction of the Station.  Fire Station 7 will be a heavy house including living quarters and four apparatus bays. The station will follow the design concepts and layout developed for Fire Station 2 currently under construction.

 

On February 23, 2022 city staff issued an invitation for competitive sealed proposal (CSP) for construction of Fire Station 7 and Training Complex.  The proposed Fire Station 7 and Training Complex, including classroom building and training field were bid as one package with the Fire Station and Training Complex defined as separate projects.  The city received four responses on April 7, 2022.  Three responses were for both projects and one response for the Fire Station alone. The proposals were significantly higher than the proposed budget and represented market cost increases experienced throughout the building industry.  The priority is to ensure the construction of the Fire Station and after reviewing the project team decided to proceed with the Fire Station.  The Fire Training Facility will be repackaged to prioritize the necessary drainage and utility improvements as well as the field training components. The repackaged project will be presented to the TIRZ board and City Council for approval prior to soliciting for proposals.

 

The responses were evaluated based on cost, experience, and past performance. The selection team interviewed the top two submissions and selected D. Wilson Construction as the highest ranked proposal.  The project team has worked with D. Wilson to identify cost savings with a contract cost of $9,557,400. Staff is recommending a 10% contingency in the amount of $955,574 to be added to the contract amount at the City’s discretion as needed.

 

The Task Order with Raba Kistner is to provide construction materials testing services at the rates defined by their Master Service agreement for the proposed scope with an estimated fee of $57,552.

 

The Contract Modification with Hill International is to provide construction inspection and management support services for the proposed scope with an estimated fee of $193,500.

 

 

ISSUE:

Strategic Priorities: Continue an ongoing program of infrastructure construction and maintenance.

 

FISCAL IMPACT:

$12,000,000 is available for construction from certificates of obligation that were issued to the Creekside TIRZ in FY 2020. Therefore, sufficient funds are available. Any additional amount needed will need to be evaluated and incorporated in the FY 2023 Proposed Budget, which is currently in development.
