BACKGROUND INFORMATION:
On May 9, 2022, staff was provided direction by City Council to begin preliminary design and preliminary design updates on projects that were prioritized and recommended by the Bond Advisory Committee. Staff reviewed and selected the best-qualified consultants, developed a preliminary design scope, and negotiated fees for each project. On May 23, 2022, Council approved contract awards for 17 projects which had completed scope and fee negotiations.
Staff recommends approval of three of the remaining four preliminary design contracts recommended for the proposed 2023 Bond. The priority, project, professional, and contract amount based on an hourly not to exceed basis include:
11. Downtown Right-of-way Enhancements, Kimley-Horn and Associates, Inc., $129,516.
14. Orion Drive, Kimley-Horn and Associates, Inc., $247,432.
17. Northwest Community Park, PROS Consulting, Inc., $10,000.
The Faust St/Nacogdoches Ave Drainage project, priority 15, is still in preliminary design scope and fee negotiations. Staff anticipates getting design contract approval for this project at the City Council meeting on June 27, 2022.
ISSUE:
Continue an ongoing program of infrastructure, construction, and maintenance.
FISCAL IMPACT:
City Council previously approved the issuance of a $3 Million tax note to fund preliminary design for the proposed projects. Additional funds are available from Roadway Impact Fee Program to fund projects on the list specified in the Roadway Impact Fee Capital Improvement Plan.
